Insecurity is the first of our inequalities,” he explained Sunday, at the microphone of the Big Rendezvous on Europe 1. “I don’t want the French to end up doubting everything, or even taking justice into their own hands, at that time there will be no more Republic, no more France!” , he warns.

Among the proposals he intends to bring is a lowering of the penal majority from 15 years, in particular to better fight against gang phenomena. “” Today, we kill each other at 15, “he argues. “With the idea of ​​a criminal majority from the age of 15, the judge will be able to impose the same penalties as for an adult.”

The president of the Hauts-de-France region also wishes to see the possibility of a reprieve removed when it comes to a second conviction. “We cannot continue to have people sentenced to reprieve and who do not care. It causes impunity. You cannot have repeat offenders who start over every time, without convictions”, he defends .

On the issue of the fight against terrorism, Xavier Bertrand wishes to change the Constitution, so as to extend the period of maximum security in the event of a life sentence – currently 30 years – to 50 years in the case of acts terrorists. This proposal will be submitted to the French by “a popular referendum”, he assures us. “Because we must be able to override European jurisprudence, and there is nothing stronger than a constitutional change by the people.”
