INFOGRAPHICS. The “climate and resilience” bill includes only 10 proposals from the “unfiltered” Citizens’ Convention

This was the ambition displayed at the start: “What will come out of this convention, I promise, will be submitted without filter either to the vote of the Parliament, or to referendum, or to direct regulatory application”, announced Emmanuel Macron, in April 2019. Two years later, 46 of the 149 proposals formulated by the Citizen’s Climate Convention (PDF) can be found in the “climate and resilience” bill, examined in the National Assembly from Monday, March 8.

Called to vote to assess whether the “government decisions on CCC proposals” would allowe “to approach the objective of reducing greenhouse gas emissions by at least 40% (compared to 1990) by 2030 in a spirit of social justice”, the members of the Convention took out the red pen: the average is only 2.5 out of 10. “Measures postponed in time, restricted scope of application … Several strategies have been used to water down the text and lower the ambition of the measures”, also deplores Meike Fink, climate transition manager of the Climate Action Network. What happened to the proposals? Franceinfo has scrutinized the 46 measures and their modifications in the text.

Few measures taken as is

According to franceinfo calculations, ten proposals are generally included in the “climate and resilience” bill. This is the case, for example, with the modification of the “education code for a generalization of environmental education and sustainable development” found in article 2 of the bill considered by the Assembly. Further on, the text proposes to extend the provisions of the Egalim law for the balance of trade relations in the agricultural sector and healthy and sustainable food. “from 2025 to private collective catering”, as demanded by the 150 citizens of the convention.

In the building sector, the bill provides for combating the artificialization of soils by conditioning new urbanization projects. “to the justification of the impossibility of meeting the needs on the already artificialized spaces” and evaluate “the potential for change of destination and development of a building” before its demolition. Two elements which also appeared in the proposals of the convention.

One third of truncated proposals

Of the 46 proposals included, a third (17, precisely) are partially, according to calculations by franceinfo. Thus, measures aimed at “regulate advertising to strongly limit the daily and non-chosen incentives to consumption”, the government retained only a few elements, such as an experiment on a voluntary basis of the “Yes Pub” on letterboxes and the ban on advertising planes. It leaves aside the ban on advertising sales of items by batch, “encouraging, directly or indirectly, excessive consumption patterns or waste of energy and natural resources”, according to the members of the convention.

In the bill again, the requested decrease of “VAT on train tickets from 10% to 5.5%” is abandoned for other measures. The “crime d’écocide” turns into a misdemeanor. “I am disappointed. We are obviously not on ecocide, we are on a pollution offense”, regretted during the announcement Guy Kulitza, member of the convention.

Extended deadlines for eight measures

This is part of the criticisms set out (PDF) by the High Council for the Climate, in its opinion delivered on February 23: “Many measures of the bill provide for extended implementation deadlines (deadlines in 2024, 2025, 2030, etc.). These deadlines are clearly incompatible with the expected pace of action against climate change and the catching up of the delay. by France in achieving its carbon budgets. “

The establishment of a “carbon score on all consumer products and services” will not take place in 2024, but after a “experimentation phase lasting a maximum of five years from the publication of the law”. “This date of generalization in 2024 seems premature, given the time needed to put in place the rigorous methodologies necessary to guarantee the effectiveness of this display”, justifies the government. The latter also slows down the introduction of bulk in stores with “a target of 20% of sales areas devoted to bulk sales by 2030”, against the “50% in 2030” proposed by the citizens’ convention.

Gradual exit is also postponed “tax advantages on diesel” from 2021 to 2023, the “gradual implementation of a glass deposit system” in 2023, the end of the sale “the most emitting thermal vehicles” from 2025 to 2030 “in order to give the automotive industry time to organize itself”, strengthening a “kilometer eco-contribution” from the aviation sector until the French Presidency of the EU in January 2022 or even the proposal of a dish “daily vegetarian in public catering” from 2022 to 2023, if experiments advise it.

Ten ideas with a reduced scope

Almost a quarter of the proposals (10 out of 46, according to calculations by franceinfo) saw their field of action reduced in the text submitted for reading by the deputies. A first example, which is the subject of criticism, is the ban on advertising “products that emit the most greenhouse gases, on all advertising media”. In the bill, clause 4 only cites advertising on fossil fuels. “This only concerns a fairly limited number of advertisements. This is not what will profoundly change consumer behavior!” denounces Meike Fink.

Second measure often cited: the end of air traffic on domestic flights. While the citizens’ convention had the ambition to prohibit “the lines where there is a low carbon alternative satisfactory in price and time on a journey of less than 4 hours”, the text reduced the alternative journey time to 2h30. This “concerns eight routes which in 2019 represented only 10% of metropolitan air passenger traffic”, regrets the High Council for the climate. The same goes for the ban on the construction of new airports and the extension of existing airports, a measure “emptied of its substance”, according to the Climate Action Network. None of “10 largest airport extension projects (…) will not be affected”, regrets the association.

Another example: while the 150 wanted spare parts to be made available to repair “all manufactured products that are sold in France”, the bill restricts the objects concerned to a “listing” tools and machinery established by decree. Other measures can be cited such as the thermal renovation of buildings imposed only on landlord and non-occupant landlords, or finally proposals submitted on a voluntary basis. “The government and the Parliament must therefore broaden measures with a broader or structuring potential so that they relate to significant volumes of emissions”, calls the High Council for the climate.
