Containment, curfew, or both? We explain how to make good use of the exceptional travel certificate

The Ministry of the Interior has posted the new certificates that accompany these new constraints online. On the other hand, the exceptional travel certificate is largely modified. “I grant you, the certificate is complex”, conceded Saturday on BFMTV Camille Chaize, spokesperson for the Ministry of the Interior. Two certificates: one for the evening, the other for the day

The first version of the new exceptional travel certificate, available Saturday morning, was two pages long and listed 15 reasons. The first page concerned the curfew in France (between 7 p.m. and 6 a.m.) and confinement for the 16 departments concerned (between 6 a.m. and 7 p.m.). The second, it concerned only the territories subject to the new containment measures (Ile-de-France, Hauts-de-France, Alpes-Maritimes, Eure and Seine-Maritime).

Faced with the many criticisms and the complexity of the document, Matignon announced at midday a simplification, with two travel certificates for “two distinct situations”, which must be posted on the website of the Ministry of the Interior:

A “certificate applicable in the evening and at night”. This document is the one that must be presented in the event of an inspection during a trip during the curfew (between 7 p.m. and 6 a.m.) throughout the national territory.

A “certificate applicable during the day”. This document only concerns the 16 departments subject to reinforced measures.

Movement within a radius of 1 km: for the needs of pets

The first version mentioned “short trips within a maximum radius of one kilometer around the home for the needs of pets”. On paper, this measure concerned both the 16 departments placed in confinement, 24 hours a day, and the curfew period, for all the rest of metropolitan France.

But a government source said Saturday morning to the political service of France Televisions that this limitation ultimately only concerned the curfew. Clearly, throughout the national territory, between 7 p.m. and 6 a.m., it is possible to leave home for the needs of pets but within a radius of 1 km around your home. As for the outings with his dog during the day, they are subject to the same rules as for a classic walk in a confined area (radius of 10 km without time limit).

Movement within a radius of 10 km: to play sports or to go for a walk

Without providing a detailed list, they simply mention a “identity document” (provided that it mentions the correct address of residence) but the usual supporting documents such as a rent receipt, a gas or electricity bill will do the trick, provided you can also present an identity document . Travel within a radius of 30 km: for essential purchases or administrative procedures

In confined departments, it is possible to move within a wider radius, of 30 km. It’s the case “to make essential purchases or order withdrawals”, “to go to a public service for an act or a process that cannot be carried out remotely”, or for “travel to or from a place of worship”.

“The general rule is that you stay in your department and that inter-regional trips are not possible., said the spokeswoman for the Interior Ministry. On the other hand, we have put a little flexibility in all this, especially if we live on the edge of another region. Camille Chaize clarified: “If you have to cross the limit of your department within this 30 km radius, there is no difficulty.”

Travel without distance limit: for a move, care, a compelling reason …

In areas placed in confinement, certain trips are not affected by a distance limitation. This is particularly the case of those “related to a move resulting from a change of domicile” or even those “essential for the acquisition or rental of a main residence” that cannot be postponed.

The first version of the new certificate also mentioned business travel, “purchases of supplies necessary for professional activity, or for home deliveries”. The distance limit does not apply either for care consultations, for compelling family reasons, in the event of disability, for a judicial or administrative summons, for a mission of general interest, or to participate in gatherings. authorized.
