Electric cars: the reduction in the ecological bonus included in the 2021 budget

During the presentation of the 2021 draft budget, the Ministry of the Economy confirmed the reduction of the bonus of € 7,000 for the purchase of an electric vehicle. The latter should decrease each year to reach € 5,000 in 2022.

It was too good to last. From € 6,000 to € 7,000, the premium for the purchase of an electric vehicle will be revised downwards over the next few years. It was during the presentation of the 2021 draft budget that the Minister of the Economy, Bruno Lemaire, announced a tapering off of this bonus.

You have until December 31, 2020 to take advantage of the premium or the ecological bonus of € 7,000 for the purchase of an electric vehicle, on condition that its purchase price does not exceed € 45,000.

Then, in 2021, the premium will drop back to € 6,000, then to € 5,000 in 2022.

Lower premium for hybrids

Plug-in hybrid vehicles are not spared. If the premium of 2000 € is kept until the end of 2020, it will be reduced by 50%, or 1000 € in 2021. On the other hand, no projection for 2022. The Minister of the Economy indicated that the French State would maintain “the generous conversion bonus of 3,000 euros for low-income households”.

All of these devices will have a global envelope of 500 million euros, out of a total of 1.9 billion provided for in the recovery plan to support demand for clean vehicles.

Bruno Lemaire was delighted that this aid has been able to function and contribute to the purchase of 55,000 electric vehicles since the start of the year. In 2020, the market share of private electric vehicles rose from 1.8% in 2019 to 6.1% in 2020. It remains to be seen whether these declining premiums do not come a little too soon …

A penalty that hurts a lot

A surprise never coming alone, the threshold for triggering the penalty is also entitled to a “slight” reduction of 7 grams – usually the decrease is only 3 g / km of CO2. For 2021, this drops from 138 to 131 g / km of CO2. The maximum penalty has also doubled, from 20,000 euros for vehicles emitting 185 g / km of CO2 to 40,000 euros for emissions beyond 225 g / km of CO2.

As for a lull in 2022, don’t think about it for a moment. Here too, the threshold for triggering the penalty will once again be lowered from 131 g / km of CO2 to 123 g / km of CO2. Consequently, the amount of the tax for vehicles emitting more than 225 g / km of CO2 will increase to 50,000 euros. Suffice to say that it is the end of sports in our territory unless you get an opportunity.

100,000 charging stations by 2022

In this 2021 finance bill, a specific tax credit will be proposed to promote the installation of electric vehicle charging stations in residential parking spaces. Remember that the government has committed to the availability of 100,000 charging stations by the end of 2021.

As for fuel pumps, the reduced tariff for the E10 will be phased out, with the alignment over two years of the three fuel tax tariffs (TICPE), the SP95, the SP95 E10 and diesel.
